DPC Responds to Senate Finance Committee Request for Information “Health Coverage That Works for Everyone”
The Domestic Policy Caucus recently responded to a Request for Information from Senate Finance Committee Ranking Member Ron Wyden and Senate Finance Democrats to solicit ideas on potential reforms of the health insurance system.
In summary, DPC wrote, “DPC encourages the Committee to pursue bipartisan reforms that delink PBM compensation from drug prices and rebates; require meaningful disclosure of rebates, fees, spreads, and affiliated transactions; strengthen plan-sponsor audit rights; prevent anticompetitive pharmacy steering; protect patient cost-sharing assistance; pass negotiated savings through to patients; improve transparency around generic drug markups; and scrutinize conflicts created by vertical integration. At the same time, Congress should avoid international reference pricing and other approaches that could weaken the U.S. innovation ecosystem. A prescription drug market grounded in competition, transparency, accountability, patient choice, strong intellectual-property protections, and properly aligned incentives offers a durable path toward lower costs and continued medical progress.”
